Xbox App "Server Connectivity" "Blocked"

I have been having this issue since I had my computer built in July.  I have followed the provided guides via the "More Information".  I have uninstalled Terdo, renabled it after reinstall (via restart).  I have put all Xbox Live ports on my port forwarding options of my router.  The issue is resolved momentarily when i restart "IP Helper", however, once i am in a party chat for more than 30 seconds, or restart the app at all, it will go back to being blocked.  I have even uninstalled the Xbox App via PowerShell and re-installed it (same issue).

    We appreciate your response and your cooperation regarding this matter. To continue troubleshooting the issue with the Xbox app server connectivity on your computer, we need to disable some applications and remove software conflicts so you can join party chats and play multiplayer games online again. Here are solutions that can help us resolve your concern:

    Solution 1. Perform a clean boot to start Windows by using a minimal set of drivers and startup programs by following the steps on this link. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 10.

    Solution 2. Remove temporary files

    Temporary files are automatically deleted after exiting an application or a game. However, restarting your computer without exiting an active Windows session won't delete temporary files. These files may cause issues running games on Windows 10.    

    1. Press the Windows key on your keyboard, and then click the Settings icon.
    2. Select System, and then select Storage.
    3. Select This PC and click on Temporary files.
    4. Select Temporary files.
    5. Click Remove files.
    6. Restart your computer for the changes to take effect.

    Solution 3. Uninstall and reinstall Xbox app to manually update it

    1. Click Start, and then type Windows PowerShell on the search box.
    2. Right-click, and then select Run as administrator.
    3. Type the following command to uninstall Xbox app: Get-AppxPackage *xboxapp* | Remove-AppxPackage
    4. Hit Enter.
    5. Launch Windows Store and download Xbox App.

    If the issue persists, you need to restore your computer to a restore point when the app is working properly. To do this, you may go to this link and follow the steps to perform a system restore on Windows 10. If there are no restore points on your computer, we recommend that you follow the steps to reset your PC as our last resort to resolve your concern. Please make sure that you create a backup of your files before you proceed.

    Another update:  After having success with my laptop on the same network, I knew my issue resided on the Windows side of the house.  That let me know that my network/ISP/Router was configured correctly.  I recently uninstalled some security patches, which did nothing (so i reinstalled them).

    Next I decided to once again uninstalled the xbox app.  This time, i however opted to install the Beta version.  Once installed I ran the normal network test.  Which again showed NAT Type: OPEN and a Sever Connectivity: Blocked.  So i again decided to restart IP Helper, it again normalized my connection and my Server Connectivity went to "Connected".  The difference this time, is its holding.  I am able to jump into parties and talk to them with zero delay as well as stay in the conversations without being bumped off (i will continue to test this over time).  

    I did however notice that upon restart of my PC, I once again had to restart these services.  Because of this, i am going to change IP Helper from Automatic, to Automatic "delayed start". I am hoping this delayed start will enact what i am doing when i immediately restart the service.  If this works I'll finish the rest of my findings on here as well.

    EDIT:  The IP Helper change, failed.  My guess is my understanding of the "Delayed Start" is flawed.  Again I set it back to Automatic and restarted services, and it came back up.

    Is there any help MS can provide to simplify my process?  Why do i have to restart this service every time? Is there specialist that can look into this for me?

    Also, things i changed today.  

    •  I verified that I included all port forwarding (all 7 recommended for Xbox Live)
    •  I had to disable IPv6 on router (i enabled this as part of my troubleshooting, due to not reading the instructions clearly)
    •  I verified that my DNS settings were set to "google", 8.8.8.8 and 8.8.4.4.
    •  I am using McAfee anti-virus and the firewall setting have zero affect on this (for microsofts notes)
    •  Uninstalled Security patches and then reinstalled them
    •  Uninstalled the Xbox App and instead installed the BETA version

    Yeah, its not the "Asus Game First Service" since this isn't even loaded on my PC.  I did however follow the linked steps provided by Microsoft to verify this.  However the issue was not fixed.  I am not convinced it is my router, more that it has to do with this version of the Xbox App.  This used to work fine on my laptop, once i updated my app on my laptop, i began to have the same issues as my new computer.  I worked with a Microsoft Help desk technician and we were able to find out that the issue is more complex than the general troubleshooting help that has been provided.  I am scheduled to meet with a team lead specialist tomorrow to further the investigation.  

    So far the two things that have made a difference.  Turning off all third party apps (this made the error go away on the "networking" screen, however, whenever i tried to join the party chats it would still fail.  A restart of the IP  Helper and Xbox Live Services momentarily give me functional party chat.  If it was my router, it would never work, and that is not the case, it works, but only momentarily.

    • This problem started the day i received my new PC.  I had not loaded a single program yet
    • When i attempt to do the safe mode check, i get a message stating that i can't use my account due to its administrative rights.  I then created a second account and when i tried it with that one, it said i needed administrative rights.  So there isn't a means in which i can achieve this test.

    I have also done all the recommended solutions provided by your "Link" at the bottom.  The only thing that works is the "IP Helper" restart.  However my issue is that it doesn't hold.  On boot up i have to restart this service, and even while in the app and it a chat, i will be booted after about 60 seconds and need to restart the service again to make it work for another 60 seconds.

    Hi,

    There are several reasons why the Xbox app server connectivity is blocked. It is possible that  your PC was unable to establish a Teredo IPsec connection to the Quality of Service (QoS) server or your Firewall settings are blocking the connection. To properly isolate your concern, please provide us the following information:

    • Is your computer connected to a wired or wireless internet connection?
    • Have you made any changes on  your computer prior to the issue?
    • Are you experiencing the same issue in safe mode with networking? To start Windows in safe mode with networking, you can follow the steps on this link.
