Do you have a Canon camera? The CTG file (Canon Digital Camera Catalog File) doesn't contain pictures and isn't meant to be opened by users.

According to this (http://www.fileinfo.com/extension/ctg), they are not meant to be opened by users, but to be used internally by the camera. You should have another copy of the picture on the camera, in a different format (JPG, PNG, RAW, etc.).
