What does "Internet Shortcut Shell Extension DLL" mean?

I am getting this message when trying to move a picture from a site to a folder and don't understand what that means... can anyone help?

    Just to confirm, have you tried using a different browser? If the issue only occurs with the browser that you are using, we suggest that you uninstall and reinstall it to your PC. We also encourage that you regularly update your device to make sure that your computer is on its maximum performance.

    To check for the latest update, go to Windows Update by clicking Start > Settings > Update & security and click Check for updates. It will scan and install all the latest updates available for your device.

    Hello Joseph - 

    I'm not sure what kind if changed you are talking about but I did mot change anything, I usually use google or googlr chrome and I wouldn't know how to troubleshoot because I don't understand what it is......
