not valid win 32 application

Ok  Been at this for 6 months - ready to pull my hair out and this PC hair out

Can't open any program from control panel - with a .exe

can't even run a troubleshooter  -  C:/Windows/system32/msdt.exe not a valid win32 application

can download but not load/open

have ran windows essentials 5x  clean 

combo fix clean

FRST 

SuperAntispyware

Zemara

Its only on one user account on my laptop - so I could just delete this one but the library is packed full 

Yes can use libraries - just any program with exe  unable to open 

Please have scanned every website I could and have tried 100's of scenios  NOTHING IS WORKING

    Run <<Disk Cleanup*>>*and delete (at least) Temporary files, Offline webpages and Temporary Internet Files as this will reduce scanning times by security software – clear your cache, cookies, and history press Ctrl-Shift-Delete – then shut down and restart your computer.

    You may want to scan with the Windows Repair (All In One) 4.0:

    After running the Repair, reboot & test.

    Please let us know what fixes the problem or if the pяoblem remains.

    If it's the same computer as in your 24 July 2017 thread, chances are you're seeing the effects of an ongoing - and possibly longstanding - infection of some kind.

    Would you please clarify. You said you can't open programs from the Control Panel. Programs aren't 'meant' to be opened from Ctrl Panel. Also, how you were able to run those programs, if .exe files won't open? I be confused. ;) 

    In meantime, try renaming one of those AntiMalware programs to a .com extension from. exe and see if it'll run.

    Addendum: See if you can run this online scanner, after running disk cleanup as  José suggested.

    I meant anything that ends with .exe can't open

    I have emptied all cache

    cleared all  temp files/folders

    reran sfc/scannow and chkdsk  all  clean - at a blockade and ready to explode 

    used 3 different cleaners

    awf cleaner

    cc cleaner

    revo uninstaller

    have used the windows -all-in-one tool  ( wasn't a fan) 

    can't  say how many things I have tried - ready to delete the whole user account

    only on one user account

    totally uninstalled Microsoft Office last night -found most weren't even installed

    re-installed today - still - I have made a few head ways - at first all icons weren't able to load and now in start up menu most are there - except internet explorer and  word pad  ---   

    ready to give up

    If that Windows Repair all-in-one doesn't fix the .exe extension, run the exeHelper**.** com version of exeHelper in this tutorial and see if that works. If not, there's also a .scr version.

    Then you should be able to run those AntiMalware apps to see if there's an infection, which is very likely.
