Control Panel view mode is not saved

When opening Control Panel in Win7/8/8.1 from the Windows Explorer folder tree, it always opens in "View by Category" mode. When I change it to Small/Large icons it does not stick, the next time it is opened again in "Category" mode. This is quite uncomfortable.

Any way to cause this setting to persist?

    This is so typical Microsoft! The thing doesn't work like it is supposed to, so they make their users go through all kinds of ridiculous contortions to repair the thing that they broke in the first place!

    Seriously!!?  Just FIX IT, Microsoft!!

    Hi Vasili,

    You may set the Default Control Panel View in Group Policy.

    NOTE: This option requires that you are logged in as an administrator to do. You can apply this option to all or specific users.

    1. Open the all users, specific users or groups, or all users except administrators Local Group Policy Editor for how you want this policy applied.
    2. In the left pane, click/tap on to expand User Configuration, Administrative Templates, and Control Panel.
    3. In the right pane of Control Panel, double click/tap on Always open All Control Panel Items when opening the Control Panel to edit it.
    4. Do step 5, 6, or 7 below for what you would like to set.
    5. To Force Icons as the Default Control Panel View

    A) Select (dot) Enabled, and go to step 8 below.

    1. To Force Category as the Default Control Panel View

    A) Select (dot) Disabled, and go to step 8 below.

    1. To Unforce All Views as the Default Control Panel View

    NOTE: This is the default setting.

    A) Select (dot) Not Configured, and go to step 8 below.

    1. Click/tap on OK.
    2. You can now close the Local Group Policy Editor if you like.
    3. If open, close and reopen Control Panel to see changes.

    Hi Basith,

    1. I'm logged in with Administrator account.
    2. No error codes of any kind.
    3. Clean fresh Windows 8.1 Pro install.

    a. The issue happens for all users (with Administrator privileges).

    b. The issue happens only when opening Control Panel from the Windows Explorer navigation pane. When opening from charms panel or using Win key + X or dragging it to the desktop as you suggested - the previously set mode is restored properly.

    Seems like a bug happening specifically when it is opened from the Explorer navigation tree.

    Hi Vasili,

    Usually this issue is caused if you haven't logged in as an Administrator. I would like to know some information about this issue, so that we could assist you further.

    1. Are you logged in as an Administrator?
    2. Do you get any error code or error message while startup?
    3. Have you made any changes to the computer prior to this issue?

    I would suggest you to try the following methods and check if it works for you.

    Method 1:

    Open Control Panel and create a shortcut and then try to open it and check if it helps.

    a. Press Windows + X key and click Control Panel.

    b. Move the cursor to the address bar in the Windows Explorer. Drag All Control Panel Items and drop it to the desktop.

    c. Now try to open it and check if the issue persists.

    Method 2:

    Create a new user account (Administrator) and check if the issue persists.
