Open Windows Explorer (by, for example, pressing the Windows Logo key and the E key simultaneously). To see the contents of a CD or DVD in the drive, double-click on the icon for the drive.
If you want a shortcut to the drive, right-click the icon for the drive and select "Create shortcut" -- the shortcut will be created on your Desktop.
