If you’re unable to use the Restart options from the Update settings, it’s possible that it encountered a software conflict or an issue has occurred with the current user profile that you’re using.
To learn more about this option, we'd like to know if there were any changes or updates made to your device prior to the issue.
Regarding this concern, we’d suggest that you log in to your computer as an administrator and try to use again the option. This will help us to determine if the system is requiring an admin rights before proceeding with the changes.

Hi Louie, thanks so much for your help, just after I posted my question windows 10 did an update after which I went back to the Settings, Restart Option and I'm pleased to say I found that they now work. Whatever the problem was, the update seems to have resolved it. Once again thank you for your suggestions, your effort is appreciated. Best wishes. John
