Windows v.1073

On 10/16/17, my system was upgraded (it wasn't an update) from Windows 10 v.1064 to v.1073. About two years ago the system was upgraded from Windows 7 to Windows 10. There were differences between a system that originated as a Windows 10 computer and one that was upgraded to Windows 10 from another Windows platform but everything still worked. It was a co-mingling of operating systems. With the upgrade to v.1703, that's not true, the control panel opens and then closes almost immediately. .

I've looked at the Microsoft Community forums, MS KBs, other community forums, and OEM support.

Go to the registry an change this value, stop Windows file explorer from task mgr. and restart it, run sfc /scannow, try DISM commands under power shell, etc. nada. I know from another computer that was originally a Windows 10 v.1064 machine that the upgrade to v.1073 didn't affect the operation of the control panel.

I'm fairly certain that MS is phasing out the control panel in favor of settings. Settings just doesn't do the same and has the feel of needing to know what you're looking for  so that you can find what you need to know. Maybe I should be happy with the defaults and not care that my laptop doesn't "act" the way I would like.

Anyway, any more suggestions on a way to repair the control panel???

    the quick answer is with each the result was all fine nothing to fix.

    If you need exact wording, I'll rerun each on 10/24 and send the program result for each. If I don't hear from you, I'll run them late and send results on 10/25 or 26

    Is there a way to send attachments? .docx from prt sc on Word or similar

Since you already have run the System File Checker tool (SFC) tool and the Deployment Image Servicing and Management (DISM) tool, can you describe to us the results that these tools have presented to you?

    OK. Here's the kicker. A certificate had expired but I trusted the site. 

    *encrypted network traffic untrusted certificate certificate: accountservices.microsoft.com.*You can see why.

    Since it wouldn't install. I went to add it to the trusted site option found in the networking&internet group and add you guys until the certificate was valid again. 

    When I opened the control panel while running in Safe Mode, one of the groupings is named networking and sharing. When running with all background and Windows processes loaded, the brief time the panel is visible, the grouping is named networking and internet.  

    So v 1064 recognized the latter and v 1073 will only recognizes the former. That is why the control panel will not open. It is the wrong version control panel for v 1073

    Please look at all the past comments in this conversation. I've exhausted all the possibilities mentioned on this issue.  

    ¿¿¿¿So now can someone tell me how to repair a program that is a part of the OS in the same way as disk management or device manager????

    msconfig/task manager/restart didn't work.

    To me the problem goes back to this machine being a Windows 7 platform from the start

    When it was upgraded, it went directly to Windows 10 skipping Windows 8.

    There were subtle differences between a "pure" Windows 10 and the upgrade to 10 to begin with. I didn't notice those differences until I saw a machine that came with Windows 10 originally. If you will, the upgrade to version 1073 was the coup de gras for the control panel on this pc.

    I have no way to prove that except that I also have a machine that was originally Windows 10 v.1064. When it was upgraded to v 1073, the control panel still worked. There was something added after the upgrade a Windows old file on C:\ that wasn't on this pc's C:.

    I know if I did a low level format on the HD of this pc, loaded Windows 10 v 1064, upgraded to v 1073, I would have a working control panel   

    I'll finish with an analogy. 

    7 was a living room wall painted red. 10 v1064 was white paint that didn't quite cover the red. 10 v1073 bleeds the red to become pink in palces the red showed through. i. e. the wall is neither red nor white.

    I'm still open to suggestions.
