The same thing has been happening to me, on my windows 10 surface pro 4.
New apps and software won't appear on start menu after install
I was using Windows 8 on my laptop. Later I switched my main PC from Windows 7 -> 8.1.
After installing a certain app from Microsoft Store or new software on my laptop, app icon appeared in Start menu / Metro.
While on my main PC with Windows 8.1 (Clean install), app doesn't appear on Start menu. I have to manually search for an app / software and pin it to Start menu. What went wrong? Did I mistakenly toggled some switch somewhere which stops new apps appearing automatically in Start menu or something wrong happened during installation and corrupted?

By clean install I meant formatting drive before 8.1 install. Other that that, I heard from other people that this "feature" was removed from Windows 8.1.
In other words, Installing apps on Windows 8.1 won't make them appear automatically on Start screen is a feature not a bug. User will have to manually pin them on Start screen after app installation.
This move was a bit strange to me as it was working as intended on Windows 8 and now it is lacking this feature what made me a bit confused in process.
I have also upgraded my laptop from 8 to 8.1 where I can confirm that new apps no longer appear automatically on Start screen.
I would love to see this feature back and make it toggleable for user.
- I installed fresh app "Twitter" on laptop and main PC which didn't appear on Start screen.
- I am able to launch apps without any problems on main PC and on laptop.

- Did you try to reinstall the apps after performing clean install on the PC?
- Are you able to open the apps without any issues?
When you upgrade from Windows 8 to Windows 8.1, it will not change the Windows settings, personal files, and most of the apps.
However; when you perform the clean installation of Windows 8.1 from Windows 7, it will only keep the personal files and the Windows settings and apps installed on the computer are removed.
You need to reinstall the apps using the original installation discs, or purchase confirmation emails if you bought the apps online.
This could be a reason the apps are not appearing on the Start menu and after reinstalling the apps, you need to pin them to the Start.

2013-11-15T00:17:19+00:00 Many people ask this and SURFACE users ask this the most. Windows 8.1 has this happening by design. Microsoft found that PC APPLICATIONS were throwing too many icons on the Start Menu and cluttering everything. So, in 8.1 they turned off any new tiles to appear in 8.1.
Now, for PC users this was GREAT NEWS! It made sense as programs created many links and even folders. Imagine installing Visual Studios... tons was added to the Start Menu. Not good.
So, the SURFACE people and APPS from the app store, that's another story. All apps have ONE tile to add and this is where 8.1 fails. Due to the design of the system software they did not implement the difference of Apps vs. Applications. Shame on you Microsoft!
So, my guess as with the guess of MANY, this will be done in future updates. I am sure that users will have to "suggest" this feature to help Microsoft executives justify the cost of reprogramming this slight oversight.
Surface and Surface 2 users will have to learn how to find the "NEW" installed apps and pin them to the start menu.
Get used to the ALL PROGRAMS MENU and trying to REMEMBER what you installed. LOOK for the 'NEW' word.
