New update won't let me change time from military to regular

I do not not want to have to do math to tell time. After the update that screwed up everything on my computer, I notice that it is impossible to change my clock from 24 hour format to 12 hour format. When I select Adjust Date/Time > Change date and time formats, I can change Short time from HH to hh, but there is no pulldown menu option for Long Time. When I click on it, nothing happens so I can't change the format. When I try to instead choose Region & Language > Additional date, time, & regional settings, when I click on Additional settings, the really old style Control panel displays. However, when I try to click on anything on that screen, like Change date, time, or number formats, absolutely nothing happens. OH COME ON. Did you people just not test this OS?

    The issue that you’ve encountered regarding the time format on your Windows 10 computer may be caused by some configuration or files mismatched. To sort out your concern, we suggest that you manage the settings for Region from the Control Panel. This is to properly set up the configuration for the 12-hour format and verify if the issue is not related to the settings. To do this, you may follow the steps below:

    1. Click Start, type Control Panel and press Enter.
    2. On the Control Panel search box, type Region and select it from the search results.
    3. Select the Format tab, under the Language preferences section, change the Short time option to h: mm tt by clicking the drop-down menu.
    4. Click Apply > OK to save the changes.
    5. Once you’re done, you may check if you're able to set the time on your PC to the 12-hour format.

    Go Settings, Time & Language. at the  bottom Change date and time formats.

    Change Short time to h:mm tt

    Nope, that doesn't work. Nothing on that screen changes the time settings. I've tried every single one of them.

    So fun discovery of the day. Now when I type stuff into the Search bar, nothing happens. When I try to open the command prompt, nothing happens. I swear, did you people not do any testing on this crap operating system?

    I absolutely cannot believe it is now so difficult to change the freaking time settings on this stupid operating system. I give up. Going to the Mac store today.

    After you change the format go back to the Date & time and loo at the bottom of the page at Formats..  This is where I see the changes to the format.

    What build of Windows 10 are you on?
