Did you try running both the installer .exe AND starting the program from it's .exe file in Compatibility Mode? Sometimes it must be both. http://windows.microsoft.com/en-us/windows-8/older-programs-compatible-version-windows
Make sure also you have the latest Display driver for your PC model or Display adapter from their Support Downloads webpage.
Lastly, check or contact the Game web Support including Downloads page for any needed patches or the latest on the game's Compatibility with WIndows 10 and it's latest version 1703.
