"Intel Wireless Display" is not your wireless network adapter.
Interestingly enough, there isn't ANY driver for the wireless network adapter for Windows 7 on the Toshiba page for your laptop. However, given that the collection of drivers for Windows 8 includes the "Intel PROSet and Wireless LAN Driver," it's highly likely that you have an Intel wireless network adapter. Although generally it's best to get drivers from the laptop's manufacturer, in this case you may have to get it from Intel.

Although you could probably get away with just using the Intel driver, see

If your laptop can connect to the Internet using an Ethernet cable, you could also use Intel's automatic detection tool: https://www.intel.com/content/www/us/en/support/topics/idsa-faq.html
If none of the above works for you, please do the following:
Open Device Manager (click Start, type Device Manager in the Search box, press Enter).
What items are in the "Network adapters" section?
- Please provide the complete name of the item that you believe corresponds to your wireless network adapter.
- Double-click the wireless network adapter
- What is the "Device status"
- On the "Details" tab, select "Hardware Ids" from the drop-down list -- right-click the first line, select Copy then Paste into your Reply here
If your wireless network adapter isn't shown in "Network adapters" section, provide the detail requested above for items in the "Other devices" category.
