api-ms—win-crt-heap-l1-1-0.dll is missing when open pcsx2  on Win 8.1 64 bit

I have installed all windows recent updates and Visual studio C++. then still same.

When i try to install latest updates i am getting the error message that the update is not applicable to your computer

    Gamers have reported this issue for a long time, they further report that the following updates for Windows 8.1 fixed this error

    I would try the top update first and see if the issue is resolved after a reboot!

    Though, if your system is up to date, you should already have these updates, but I think it would be worth a try . . .
