Windows 7 Boot Stuck on Configuring Updates 35%

Hi. I cannot get access to my PC due to my computer being stuck at "Configuring Windows Updates 35%" Thing is, I never initiated any update. All I did was turn off a few things in start-up during Safe Mode, like iCloud and such. I can't gain access to my desktop, nor can I boot from an earlier state. What do I do?

    I had Configuring Updates stuck at 100%.  I powered off and restarted and it was stuck at 35%. 

    In my case, I just did a Disk Cleanup which also deleted some windows update files.  I restarted in Safe Mode with Networking - the Configuring Updates resumed from 35% and completed very quickly.  My guess is it managed to download the files needed.

    I too first had it hang up at 100% for a few hours. Finally shut it off, then it started the configuration and hung up at 35%. So after multiple turning off and on, I did the F8 and got options to repair or restore. I restored to earlier in the day before 2 Windows 7 updates, and all was well. I did have to reinstall some utility programs I had just installed, but as of now I am not installing those same 2 Windows updates till running Windows Update Readyness tool and other precautionary repairs.

    See if you can use one of these methods to access System Recovery Options to try to System Restore, or run Startup Repair.

    If necessary you can access   Windows 7 media from Microsoft Software Recovery or Microsoft Windows and Office ISO Download Tool to create bootable media, boot from it and at second screen choose Repair Your Computer to get to the above Options. 

    You may also need to burn a System Repair Disk on another Windows 7 PC of the same bit version to boot to do the repairs.

    If nothing else works use the booted media to do a Clean Reinstall Windows 7

    which is the gold standard install.  You may also have an onboard Recovery Partition that can be triggered using Factory Recovery methods .
