Learning that your keyboard still won't work after reinstalling and updating your keyboard driver, and booting your PC into Safe Mode, let's perform a Clean Boot to make sure that no application is causing the keyboard issue.
Clean Boot helps eliminate software conflicts that occur when running or installing a program in Windows 10.

If the issue still occurs, let's see if your Filter keys were enabled:
- Press the Windows + U keys from the keyboard to launch the Ease of Access window.
- Click the Make the keyboard easier to use option.
- Deselect Turn on Filter Keys, then click OK.
