If you do not have 8 Pro you can't upgrade to 8.1 Pro.

You have to buy it and Microsoft no longer sells it.

If you do have Windows 8 Pro and it is not Enterprise/Volume License:

Update to Windows 8.1 from Windows 8

If the above Microsoft method does not work:

Or save your Data and do a clean install of the exact same edition of 8.1 as 8 is.

Windows 8 > 8.1 is a free upgrade released by Microsoft and this is a workaround if you are unable to get it via the Store, etc.
