white screen after startup with cursor

When starting up my screen display shows black, with the 4 pane windows logo (all green) and the dots moving in a circle. it then turns all white with the cursor arrow.  I can move the cursor around but it doesn't change 'state'.  Typing ctrl-alt-delete does nothing.

Holding F8 during start up allows me to hit F12 to select another boot source, but nothing I have will allow me to boot.    This is a Dell XPS8300 desktop running windows 10.  The monitor works ok with another computer.  Since the initial image looks like it is starting up, it seems like the graphics card is working.  How do I remove the white screen and get the system working normally again?

    We still can't identify the possible causes of this white screen issue during startup. For us to isolate and assist you better with this issue, kindly answer the following questions:

    • Have you made any recent changes to your computer prior to the issue?
    • Have you tried removing any external plugged in devices (except mouse, keyboard, and internet connection) before rebooting? If you still haven't, you may give that a try and check if issue persist.
    • What other troubleshooting steps have you tried so far?

    Thank you for the update. If you still experiencing this issue, you may consider checking the methods posted by Parth P Patel in this thread regarding the same concern. Let us know if performing it makes any difference.

    Yes. Everything except the keyboard & mouse have been disconnected. I did not update any software that im aware of. The problem persists. 

    I was able to access an internal dell service already installed that checks the computer. System,  cables, OS boot path, hard drive, cd rom, memory, fans, video card, processor all passed the test.
