HP Scanjet 4600 software ran on Windows XP (SP3) will load on Windows 10 but will not execute?

We purchased a new computer with Windows 10 - our older computers OS was Windows XP (SP3) - the software that come with the scanner ran on the old computer with Windows XP - the software (CD) will load onto the Windows 10 computer but will not run.
-- a message "This app can't run because it causes security or performance issues on windows. A newer version may be available. --
I have tried by changing the 'compatibility settings' in Windows 10 to run as Windows XP (SP3), but continue to get the above noted message.
I have not found anywhere to get a newer version of the software. IS THERE A SOLUTION ?

    Thank you for responding, however, after searching both sites we learned that the HP Scanjet 4600 is not supported by Windows 10.
    Apparently support ended with either Windows 8 or Vista.
    We THANK YOU for answering our question and ending our frustration!
