The better question is, why is your wife still running 1703?  The answer, probably, is because MSFT has not yet determined that her computer is fully ready for the upgrade while yours apparently was.  MSFT stages upgrades according to the likelihood of a successful experience, based on their database of known issues and pending resolutions to problems.  This process took three months for 1703 but is expected to take slightly less for 1709.  If she has not received 1709 by the end of the year you should start investigating.  Or you can force the issue at any time by using the Media Creation Tool website.

Microsoft releases a new version about every 6 months and the version number indicates the date when the version was completed. Hence 1703 indicates March 2017 but it was actually released to the public in April. 1709 indicates September 2017. However, not everyone gets a new version at the same time. The actual release is staged over a period of time meaning some people may have to wait before being offered the upgrade. It is worth checking to see if your wife has been offered the upgrade but something has gone wrong.

That is a question that is very hard to answer so I will give you a couple of links one for 1703 and one for 1709 and when you have the time to check it out you will know most of the differences.:)

Pro and Home are just editions.  The version is the same for all editions.

Correct.  Enterprises are able to stay on a particular earlier version by being on a different servicing branch but all consumer devices are on the current release branch.  Monitor her computer for a few weeks and if it does not update post back here with full details of the computer and you'll get further advice.

Note:  As long as 1703 still receives all the updates intended for 1703 there is no pressing issue right now.
