Parental Control in Windows 10

I remember a time where you could set up a whole bunch of accounts on a local computer without having to have an email address. When I was younger my parents did this for me so that they could then restrict use to certain times of the day, week, and prevent my searching for inappropriate things. With how far Technology has  come in recent years and the release of Windows 10's developer's update my children are more than simply excited about the new laptop we bought. I have been trying as I might to set up parental controls for my two oldest children (only 8 and 10 years old). They will be using it for homework. My husband has his own business and was the primary reason we even bought the new laptop. 

My issue is that my children do not have email addresses and I absolutely do not agree with windows saying my children's information is SAFER by having an outlook account and therefore for me to set up parental controls for my kids' accounts not only do I have to have an outlook account but I also have to make outlook accounts for both of my children who are not even in middle school? I cannot limit their access to only one app so the "Assigned Access" is just simply not going to work. 

I want to know if there is a way that I can set up accounts for my children (just like a guest but with their own picture and account name) WITHOUT my having to tell my children to sign in with an email account? My children's information isn't on the web in any manor that is anything less than 100% necessary. My wanting to control the access to the internet when speaking about downloading viruses, viewing inappropriate images, or signing up for an email account of their own should not be dependent on them HAVING an email account. 

I'm sure I'm not the first parent asking the same question so the least that could be done is providing a different way of going about setting up restricted access to internet content and capability of downloading/modifying anything on the computer without admin (Parental) approval.

    Family Safety is the successor to the older Parental Controls in Windows 8 and earlier releases. Microsoft strategy is that much of what we do computers is online and a Microsoft Account is an important part of how parents can best manage screen time and the type of content children access. Also, the benefits of this is that these settings roam, so, if they sign into another computer, your parental controls are federated.

    The previous Parent Control settings didn't make this possible. If you don't like it, you can always continue to use a local account, but you will have to manually manage how your children use the device, while Family Safety manages this for you.

    Everything MS does these days is pushing to be tied to "the cloud", to Microsoft servers, using an email account.

    MS has designed the Windows 10 version of Parental controls to depend on email accounts for both you as parent and your controled children accounts:

    There are other alternatives to Windows Parental Controls. Google is your friend. Search for alternatives, especially independent reviews comparing multiple tools, ie

    You don't have to sign in to Windows with an email account. You can still create a 'local account'

    Do you want your kids to have internet access or not? Even with a local account they still will have internet, but without any parental controls.

    I'm afraid WYSIWYG (What You See Is What You Get) when it comes to the parental controls included in Windows 10 (and Windows 8).

    Maybe you should consider third-party parental control software?
