"Press Windows logo key + period (.) to open an emoji panel" does not work

The "What's New" page on the Creators Update (at https://support.microsoft.com/en-us/help/4043948/windows-10-whats-new-in-fall-creators-update-1709) says:

"Press Windows logo key  + period (.) to open an emoji panel, then express yourself with emoji wherever you want, such as conversations, docs, and even web searches."

Well, it doesn't work. Nothing happens no matter where I try it.

What could the problem be?

    this is ridiculous- now we have to do tech support to get the emoji feature to work?  I'll skip this feature before I start fiddling with my computer and probably cause another problem
