WINDOWS 10 AMD MOBILITY RADEON HD 5000

My laptop came with Windows 7 64bit - I've upgraded to Windows 10 (a while ago, its not possible to roll back to W7) and it seems that there is something weird going on with my GPU.

It is listed as AMD Mobility Radeon HD 5000 Series (laptop came with 5470).

I don't mind that name but I've checked specification of said video card and I should have: 

Core clock - 750 MHz Memory clock - 1800 MHz (note that one)

but when I'm checking specification via GPU-Z - memory clock is not 1800MHz - but only 800MHz

Is there any way to fix that? (unless I'm thinking wrong in this case)

    Have you made sure you have the latest Display driver from the PC's Support Downloads webpage, then compare it with the one offered by AMD using their auto-detect utility? http://support.amd.com/us/gpudownload/windows/P...

    It's possible the chip is customized by the PC manufacturer which is why we need to always check the PC maker's site first for these drivers, but compare those performance with the chip maker's own driver to see if there's a quality difference.

    Driver version has changed after installing AMD drivers (Auto detect option) - to an earlier version it seems. 

    Now I'll try restarting BIOS settings to default - as suggested by Andre Da Costa...

    Probably a compatibility issue. In such a case, I usually recommend going back to a supported release. Windows 10 with each Feature Update is starting to end support for older devices.

    Dell Inspiron N5010 

    I've tried getting the newest driver a while ago but I was receiving error from the installer (It was not able to check what was my GPU I think).

    I was also checking the latest driver on Dell's website - but it shows the driver I'm using right now (Catalyst Control Center shows I'm having the latest version of the driver).

    I'm trying to use auto-detect option from AMD website - the first link sent by Greg Carmack.

    If it won't work - I'll check if resetting my BIOS will change anything.

    Have you checked for an updated driver?

    What is the exact make and model of the laptop?

    Also, resetting your BIOS might help:
