Windows Install Server Not Responding in Windows 10 Creator

After updates from Windows Build 14393.1770 to 15063.632 and 16299.19 WinX shortcut commands of Group 2 ( File Explorer and Task Manager ) and of Group 3 ( Event Viewer, Device Manager, Disk Management and Power Shell ( Command Prompt ) stopped of working ( in both latest buildouts ).

I do not get any specific errors but a message **Install server not responding (**with options: cancel or retry ).

I checked with msiexec.exe getting a response that Windows Installer is ver.5.0.16299.19. Also, I ran scf /scannow  - no integrity violation found and checked with services.msc  Windows Installer parameters.  In General tab the startup type and service status are greyed out.  

Someone recommended to import .reg file of working system MSIServer.  I am not sure that Windows Installer version file is corrupted.

Besides I used   Windows Troubleshooter which did not find anything either. I know by a downgrade to the previous build 14393.1770 the problem

will disappear.

How to fix that annoying problem ?

All,

Please be advised the received recommendations from Microsoft TechNet could not resolve my issue with Windows 10.

I remind about my  issue: when I executed WinX shortcut File Explorer or launched Google Chrome browser  WIS (windows installer service ) immediately starts and freezes. However, it would not interfere with browser performance but

did not allow to execute File Explorer shortcut.

I recently solved the problem which was caused by context menu file ContextMenu.dll of Adobe Acrobat 8 Pro.

I disabled this file in the computer startup processes using CCleaner program as a discover tool. 

Interesting enough, this problem was not observed when I used Windows 7 or Windows 10 ver. 1607.

    Hello Darwin,

    I spent today more time to identify exactly my problem with Windows 10 Creator.

    In actuality happens that Windows Installer pops up  not installling anything and prevents WinX shortcut commands to be processed.

    I scanned my computer for any PUP's and Adware and deleted them. 

    However, the annoying Windows Installer popup does not go away. So I am stuck, how to find the culprit causing

    Windows Installer popup behavior ( it might be caused by some app ). 

    Interesting enough that problem was not observed  with all my programs and apps when I ran Windows Build 14393.1770.

    Hello Darwin,

    I doubt this recommendation would help me. The described problem already was noticed by me in previous build 

    15063.632. I updated to next build 16299.19 using  Microsoft media creation tool anticipating that update process will fix any corrupted files. Also, later sfc /scannow process could not find integrity violations.
