Before yesterday, I had a perfectly working video interface at the right recommended resolution of 1600 x 1200 under Windows 10.
At midnight Nov 23 2017, windows 10 update installed the latest AMD windows 10 driver dated from July 2017.
Now how come it changed the aspect ratio and now recommend a lower resolution 1014 x 786, when I worked at 1920 x 1200 and all the pictures I worked & process looked perfect.
Now I can't process any picture because the aspect ratio is wrong at any resolution and I can't change it. I even tried 1024 x 786 and it's still wrong, I go back to 1600 x 1200 and it's still wrong.
Now it's my working laptop and I want to know how and why a simple AMD driver can screw up my display that way that I can't no longer process pictures or work with any software that is sensitive with the aspect ratio to visualise anything. Even when I use my cad/cam software.
Now if it's a way to force us users to get more powerfull PC just to keep up with your damned updates. Not all of us can afford a new machines or laptops. Some of us work and live with a tight budget.
Now if "YOU" Microsoft start to screw us up with intentional faulty drivers, when we need our machine in good working condition and y machine was in good working conditon before that driver update.
No wonder you don't understand why Win 7 users don't switch to Win 10 or Win 10 users would rather go back to Win 7.
I know this problem comes from your end. And ever since I installed Windows 10, I had to buy three scanners with time, because with each Windows 10 updates the scanner drivers no longer worked. Same with two printers, and the odd thing all my hardware work fine under any version of Linux.
I don't have & no longer have deep pockets to upgrade my hardware each time a driver from microsoft for Win 10 screws up my digital life and my work. So please can someone help me so that my aspect ratio and resolution be like it was before that AMD update from Windows 10 update screwed up my machine.

I have found the solution:
go to amd.com, select drivers & support --> notebook graphics (if you if have a notebook), select Radeon , HD 3xxx series (or the series that you have on your computer) and select Windows 8 (it the latest and higher version there is - no windows 10)
Download and install
When it is done, go back to your graphic driver and right click on it and update. Choose to look for it on your computer
select the file in C\ amd and select the driver you just downloaded and click "update". After some minutes, your screen will come back to normal
I have the same problem....
Welcome to the club. Me I'm about to do one last attemp. Backup all my data and make a list of all my sofware installed and re-install Windows 10 and hope that fix the problem with my video and cross my finger that I'm wrong about the creator edition (1709) and go ahead and install it. If it does the same thing with my video. Well I have two options in front f me, 1 reinstall Windows 7 x64 and turn off the windows update after all the win7 security updates are in, or go the Linux route. Or go back to the Apple Eco-system with a Macbook.

I already tried this solution and the WindowsApps folder was no where to be found.
You should consider yourself fortunate that your HD3650-based graphics card - which isn't supported on Windows 10 - lasted this long. I'm not far behind: My HD5670 card, which also isn't supported, will get hit too, sooner or later. When that happens it's time for a new graphics card. We shouldn't expect AMD to support their old hardware forever.
