Error 0x80070005 in Microsoft Store & Xbox App, Can't Sync Forza Save Data

Problems

For about two months now, I've been having some issues that have just gotten worse over time.

It all started when a Mail and Calendar update got stuck in the Windows Store queue. I did some searching at the time, and it seemed to be a common issue that resolved itself over time. In my case, more apps showed up in my queue that wouldn't update. I ignored it for a while, hoping it would eventually fix itself. However, that never happened.

While many app updates have been piling up, some have still been going through without any issues, including the Windows Store > Microsoft Store update, Forza Horizon 3, Forza 7 Demo, Xbox (beta), Netflix and OneNote. I have also been able to download new apps, which all have been able to update, with Feedback Hub being the only exception. I have also been able to download and install Windows updates. Just to note, I do have multiple hard drives (3), with Windows and most apps, including OneNote and Store, installed on an SSD. Other apps, including Forza Horizon 3, Forza 7 Demo, Xbox (beta) and Netflix, are installed on a second drive.

I had pre-ordered Forza 7, at the time there were only 3 or 4 apps stuck in the download queue, and I attempted to pre-load it. Like many people have complained, it got to a certain point just to fail and restart with the error code 0x80070005. I was able to download and play with the bonus for Forza Horizon 3, which did work for a short time.

Shortly after, however, I started having issues with Forza Horizon 3 and the Forza 7 demo. When I load into the main menu and try to sync my save, it just fails. Retrying just comes up with the same error (super generic "load failed"). However, I can load my saves perfectly fine on my Xbox, which is hooked to the same account with Play Anywhere.

In an attempt to fix it, I tried updating to the Fall Creator's Update. Not only did it not fix the app updates, but it made things worse, preventing me from accessing pretty much anything Windows related - Start Menu, Cortana, Action Center, Settings app, etc. I have since rolled back to 1703, which works fine except for the issues listed in this post.

More recently, I was logged out of my Xbox app and I can't log back in. It gives the same error as all of the apps stuck in my download queue on the Microsoft Store (0x80070005) regardless of the account I use.

All of these issues have piled up over time, none have resolved themselves like most of the Internet seems to claim. As of typing out this post, Mail and Calendar, Store Experience Host, Paint 3D, Reader, Windows Maps, Windows Voice Recorder, Xbox, Microsoft Photos, Groove Music, Microsoft People, Windows Alarms & Clock, Xbox Game bar, Windows Calculator, Feedback Hub, Mixed Reality Viewer, Windows Camera, and Movies & TV are stuck in my download queue.

Errors

Every error message I've been getting has been 0x80070005, or access denied.

What I've Tried

I've tried so many things, it's been hard to keep track.

  • "The basics" - WSReset.exe, Windows troubleshooters, spamming retry, updating Windows, changing app install location, disabling antivirus - No luck
  • Some methods relating to permissions involving the WindowsApps folder (C:\Program Files\WindowsApps) and Packages folder (C:\Users[USER]\AppData\Local\Packages). - No luck
  • Deleting some cache folders that have solved problems for others, including some folders in the SoftwareDistribution folder (C:\WINDOWS\SoftwareDistribution) and in the Packages folder (C:\Users[USER]\AppData\Local\Packages). - No luck
  • Re-registering Microsoft Store and other faulty apps - No luck
  • PowerShell "sfc /scannow" - No issues found
  • Using a wireless connection instead of ethernet/using a different ethernet cable - No luck
  • Switching ISPs, faster download speed, new router - No luck
  • Other stuff that I probably can't remember while typing out this post - No luck

Other Info

I began to think it had something to do with the Packages folder (C:\Users[USER]\AppData\Local\Packages), since Forza saves and app data are stored there, but that's where I'm stuck now. The Fall Creator's Update bothers me, but not as much as everything else.

Sorry for the lengthy post, but I really just want to get this working again. Firefox, Chrome, Steam, Origin and other programs work perfectly fine, but it seems that if it's from Microsoft through the Microsoft Store, it doesn't want to work. I have yet to reinstall Windows, which I would really rather not do. Any suggestions will be greatly appreciated.

NOTE: There's probably a ton of information that I've left out, so feel free to let me know if I missed something or some more clarification is needed.

TL;DR Version

I can't install certain app updates from the Microsoft Store (error 0x80070005), I can't log into the Xbox app (error 0x80070005), I can't sync my Forza saves on PC (load failed), and I can't update to the Fall Creator's Update without breaking everything. pls halp.

    If you install a third-party program that requires specific configuration for a specific account, you will need to reinstall those apps. However, for Microsoft products such as Office applications, you don't need to reinstall these programs. The new user profile can manage and access multiple hard drives. For the third question, the answer is none other than the ones important to you.

    By far, the easiest and fastest way to fix issues with corrupted profiles is by creating a new one, and the best way to avoid this is to create a restore point.

    We can conclude that the main issue is not related to the operating system but with the current user profile which is most likely corrupted. With the said, we suggest that you use the new working account and transfer all of your files from the old one. You can find all of your files in this folder **C:\Users\your username***.

    Alright, I created a new local administrator account. I was able to update and install all of the Microsoft Store apps that popped up in the queue, including all of the ones my main account is unable to install. I was also able log into the Xbox app without any errors. I wasn't able to test Forza though, since it said that it wasn't installed. So what does that mean for my account? Perhaps my issues with the Fall Creator's Update could be related to this as well?

    Thanks for the quick response. I have tried the troubleshooting steps you listed, but none have affected the 0x80070005 from the Microsoft Store or Xbox app.

    It sounds like you are implying that the issue can be fixed by a Windows Update, but, as stated in the original post, updating to version 1709 made my situation worse without fixing the original issues. Is updating Windows something that I should try again?

    To also add a note, I have attempted these app updates on a laptop running Windows 10 version 1607, which is currently able to install all of the app updates I am having issues with on my computer, but is unable to install an update for OneNote (error 0x80070005).

    Hi,

    The issue may be caused by an improper Windows Update installation. For example, a Windows Update installation interrupted by a crash may result to a corrupted system file. A third-party program conflict can also be the reason for this error.

    Let us narrow down the possibilities why your PC encountered this issue. You can follow the troubleshooting steps below:

    1. Temporarily disable your antivirus program before running the Windows Update.
    2. Visit the article on how to perform a clean boot in Windows. This helps eliminate software conflict that occurs when you install a program or an update. You may also determine what conflict is causing the issue by performing this method.
    3. Fix Windows Update errors. Since you are using Windows 10, you can do this by running the Windows Update Troubleshooter. To download the Windows Update Troubleshooter, click on this link.
    4. Restart your computer for the changes to take effect and try updating Windows again.

    Note: After doing the steps above, you can enable your antivirus program again.
