1703 -> 1709 update ruined ATI/AMD Radeon HD 2400 XT operation

My saga began with Windows Update from Windows 10 1703.  After the

usual multiple restarts, the update failed with, "Windows could not

complete the installation...".  On the third (failed) try, I noticed the

transient blue screen complaint, "VIDEO DXGKRNL FATAL ERROR".

   I was able to Restored Previous Version (1703), but the proper

graphics driver had been replaced by "Microsoft Basic Display Driver",

which appears to be garbage, and forces a flicker-rich 60Hz refresh rate

on my old, nice CRT display, instead of the flicker-free 75Hz I which I

had been using before.  Driver roll-back restored old (good) AMD driver,

but Windows Update still failed as before.

   Figuring that I could outsmart Windows Update, I sucked down a

current (1709) DVD kit, and did a Manual installation of that from the

DVD.  That worked, but now the Basic Display Driver is back, and there

is no old driver to which to roll back.  Attempts to install an old AMD

driver fail.  Update Driver says "The best drivers for your device are

already installed."  I disagree.  Manual installation (AMD installer,

8.970.100.7000) fails: "The specified driver was not installed for

matching devices."  I presume that Windows 10 does something to prevent

that installer from doing its job.

   Thus, Windows now insists on using a generic/lame driver, and won't

allow an older, better driver to be installed.  A quick skim of this

forum suggests that many people are complaining about "screen resolution

is messed up" or "1920 x 1080 LOST with WIndows 10 upgrades ", or the

like, so it looks like a trend.

   I know nothing, but it appears that some bright mind decided to

replace a whole class of old display drivers with some substandard,

universal mess, resulting in crippling feature loss.  People with LCDs

may be perfectly satisfied with 60Hz refresh, but we old CRT users need

the (lost) ability to select something faster.  I'd settle for some way

(automatic or manual) to get back to the stuff which Windows Update was

dispensing until this recent disaster.

   I'm open to suggestions and/or requests for more information.

    (1) It looks like a new update is on its way: KB4051963. I hope it has a fix for your issue.

       The procedure there applied to the files extracted by

    "13-1-legacy_vista_win7_win8_64_dd_ccc.exe" is what got me to the "The

    best drivers for your device are already installed" message.

    It looks like the ATI Radeon HD 2400 XT adapter is recognized. Therefore, the hardware is fine, I think. But the driver for it is incompletely installed. A driver version of 22.19.128.0 is mentioned, but both MSInfo32 & Device Manager say it is uninstalled. Adapter Type (in MSInfo32) appears to suspect it is an AMD - but isn't quite positive. I don't think the Microsoft Basic Display Adapter (MBDA) is installed. It's just that no driver is installed for the ATI Radeon HD 2400 XT.

    What is at "Device Manager, Update Driver, Browse my computer, Let me pick"...?...

    Maybe switch to the MBDA & then switch back. But let's have a look at the AMD forum for something there. I'll edit this post, if I find it first.

    Edit: I saw someone posted a complaint similar to yours & got 1 response. Also...

    But the problem is, you can do everything right - but still it won't work - because Microsoft has done something wrong in an "update". If so, I do hope they are at work on a fix.

       My notes say that the old AMD/Windows-Update driver version was

    8.970.100.9000.  The AMD kit I downloaded was

    "13-1-legacy_vista_win7_win8_64_dd_ccc.exe", which claims to include an

    "AMD Display Driver" version "8.970.100.7000", (only very) similar to

    the old AMD/Windows-Update driver version, and quite unlike the new one.

    I've seen those threads too & thank the stars I am Intel HD Graphics. Have you tried auto-detect at the AMD site...?...

    But I'm sure I've posted that before & don't recall it being a success.

    I'm thinking your computer no longer knows it has an AMD graphics adapter at all. Therefore, it won't find a driver for it. Is AMD mentioned at all in MSInfo32 (ask Cortana) at Display under Components...?...

    (I should switch to the Microsoft Basic Display Adapter to see for sure whether Intel would drop out from there altogether.) But that AMD site should settle the issue, actually. What does it auto-detect?

    Edit: Here is an AMD support page, but I don't know whether it is up-to-date. Also, it could be the latest Windows update has just messed it all up accidentally (which hopefully gets fixed in the next update)...
