MSCONFIG download ?

MSCONFIG not present on my win 10 desktop.  How do I download it ?  Thanks,

    Have not tried repair upgrade.  Am not familiar with it.  Sounds like it may upgrade a lot of stuff perhaps whether it needs it or not.  Would prefer to use a more conservative approach if possible.

    Yes, msconfig.exe is in the folder

    Am an administrator. Did scan and restart.  Issue remains - cannot run msconfig

    Still cannot run 'msconfig' after performing the 4 recommendation and restarting window 10.   They are:  

    Dism /Online /Cleanup-Image /CheckHealth  

    Dism /Online /Cleanup-Image /ScanHealth  

    Dism /Online /Cleanup-Image /RestoreHealth

    sfc/scannow
