Shutdown is not recognized as an internal or external command, operable program or batch file

So I have a blue screen on my Windows 8.1 Enterprise.

Start up repair, demagnetizing the disk nothing has worked so far for the error. 

I could get into the cmd from troubleshooting option at startup repair. There I could get turn the safe mode on, but my windows still can't load. I want to return to normal mode so that I can try windows recovery. But even after deleting bcdedit (bcdedit /deletevalue {default} safeboot) I'm still into the safe mode. I feel that is because I could not shutdown/restart from cmd.

So the main problem I want to ask here is, when I give cmd for 'shutdown /r' or any other" shutdown" I get error message that 'shutdown' is not recognized as an internal or external command, operable program or batch file.

I tried 'start shutdown /r' but again I got the same popup message that 'windoes cannot find 'shutdown'. Make sure you typed name correct, and then try again.

Maybe resolving this can also help me with my startup repair :)

Please let me know if you know any way I can solve this (any other command for shutdown)

    There are several possibilities on why this issue occurs on your Windows, such as an installed 3rd party program which is incompatible with the system or it could be a faulty update that seems to be installed but failed to be distributed on the system. Before we perform any troubleshooting, we would like to know the following so we can provide you with either the correct troubleshooting or refer you to the correct channel in addressing your concern:

    • Is your computer connected to a domain?
    • Are there any new app or program installed on your computer prior to the issue?
    • Was there any modification done on your computer's setup?
