I solved it in about 5 minutes. I downloaded Windows 10 on a USB drive from my other laptop and then installed it on the Acer. Installation took about an hour but it's now back working like it's brand new.
Acer Windows 10 Boot loop
My Acer Windows 10 is stuck in boot loop. I've tried to reset the laptop, recover the laptop and restore the laptop with command prompt, nothing has work. I've tried everything with ALT + F10, I've fixed the date with F2. I've also entered the laptop into safe mode to try and reset/recover it, it gets stuck on 62% every time. The last option that I've seen online is to install Windows 10 on a USB port because it does not have a CD/DVD drive but I just wanted to make sure there was no other solutions before I attempted the Windows 10 option.

Start it again, then see if it boots into the recovery environment.
If it does, do the following:
Click Advanced Options
Click Troubleshoot
Click Reset this PC
Click Keep my files
Choose your account
Enter your password
Click Continue
Click Reset
If that does not work, download, create a bootable copy on a USB drive then perform a custom install:
Go to a working computer, download, create a bootable copy, then perform a clean install.
