When I Read The windows hello device lists It says that it has Dell Inspiron 15 5000 and that's what it has but then when I go on to settings and then accounts then sign in options I go to windows hello it says windows hello isn't available on this device

Windows Hello is a security system designed by Microsoft that uses bio metrics to log you into your Windows 10 laptop. To take advantage of facial recognition, your device needs a special kind of camera that can scan your face, so not all laptops with webcams are compatible. Kindly check the list which compatible with Windows Hello.
