I know you can move windows with the arrow keys by using alt + m (usually works in initializing this feature for me). And I can move windows left, right, or down, but if I try to move a window up past the top of the screen the title bar snaps to the top of the screen preventing me from moving the window any further.
I've noticed as time is progressing many applications are geared toward larger resolution monitors and many people will ignore the needs of those that have lower resolution monitors. Many of the applications I've found that might help (Resize Enable, Infinite Screen, and AltMove) are not able to do this simple task for me.
Can you help provide some sort of solution for this? As time goes on I know this problem will become more prevalent and I could really use a solution.

We have tried to replicate the issue on our end and we found that pressing Alt + M doesn't initiate the feature. Have you tried holding down Alt, and then pressing Space + M? Doing so will then allow you to move the window off-screen using the arrow keys.

We know exactly what you mean. What we were trying to say in the previous reply was if you were included the Space bar in the series of keys to press when attempting to move your window off-screen. You should be able to move the window off-screen using the arrow keys despite the low resolution.
My problem is that I currently have unresizable windows with buttons off the bottom of the screen that I cannot select/click and in order to click them the title bar and top part of the window need to be above the top part of the screen.
We'd love to help you out resolve this issue. For clarification, could you send us a screenshot of the affected window/s? If the window contains personal information, we'll be sending you a private message where you can send us the screenshot.
At this point, it's probably a driver issue. We suggest that you download and install the latest display adapter drive from the device manufacturer's website. You may refer to this forum article by Andre Da Costa on how to install and update hardware drivers in Windows 10.
