Need media creation tool for Windows 10 older than 1709

So I tried to update to the Fall Creators edition of Windows 10, but kept running into problems.    I've spent days (weeks?) trying to get this to work, but to no avail.  It would always freeze during the update, I'd cycle power, it would continue to 83% and then freeze again.  After another power cycle it would roll back to the previous version.  All fine up to this point.  I decided to try a clean install since none of the other things I tried worked.  So, I backed up the system (or so I thought), and tried the clean install with the deletion and reformat of the disk.  Now on the install I get a Stop Code: Clock Watchdog Timeout - and can't get past that.  

I decided to go back to the original version and throw in the towel on the creators edition.  But when I tried to do the image restore, the restore can't find the image.    I can see the backups, but apparently the system image I thought was there isn't there. 

So now, I'm looking for a way to put an older version of windows 10 onto the machine.  If there is a way to generate a media install with an older .iso, then that might be the ticket.  Or, if anyone has thoughts about how I might make version 1709 suddenly start working, I'd still be game for that.

    Which version of Windows originally came with the machine?

    I made the bootable USB stick using 1703 and ran the install.   Ended up with the same problem - Stop code: CLOCK WATCHDOG TIMEOUT.  All of the solutions I've seen for that seem to require an operational system where you can update hardware drivers.  Any thoughts?  Again, thanks in advance for your help!
