Problem with Windows 10 Fall Creator's Update

Good day all,

I am having a problem with the Fall Creator's Update.  Windows 10 keeps periodically trying to install this update and every time this happens, the PC reboots to finish the installation and then the PC comes up into recovery mode.  If I search for problems in recovery mode, it doesn't find any.  When  reboot from there, the PC comes up normal but without the update and the cycle continues again in a few days when Windows forces the update.  

I've tried the Fall Creator's update stand alone as well as the obvious, though Windows Update.  I've tried running the Windows Update repair tool as Administrator, which by the way, keeps seeing the same corrupt database which it tries to fix but never can (it reports as successful but when I run it again, it is still broken).  Can the 2 be related?  I doubt it, but then again, who knows?

Does anyone have any idea about this one?

    We appreciate your response. Since you are still having issues updating your computer to the 1709 Fall Creators Update, I would suggest that you perform a repair upgrade using the latest Windows 10 ISO file. Performing a repair upgrade can resolves broken operating system files while preserving your personal files, settings and installed applications. It will also update your computer to the latest build of Windows 10. You can follow the steps in this Forum Articlethat was provided by Andre Da Costa to perform a repair upgrade using a Windows 10 ISO file.

    Tried that, result is the same.  This time, I have an error to report:

    0xC1900101-0x20017

    The installation failed in the SAFE_OS phase with an error during BOOT operation.

    This message came back up when my system rebooted.  Fortunately, I am back to where I started, but unfortunately, I still have to deal with this endless cycle of upgrade / fail.

    Where do I go from here? Should I look into another Operating System?  How difficult is it to go back to Windows 7 where I never had a single issue?

    No luck with trying either approach.  I performed the manual process, following each and every step (except the steps that applied only to Vista or XP), rebooted the computer, ran the latest windows update repair tool and it downloaded the pending 1709 Creator's update and then rebooted.   It gave me the Windows  10 blue small window with a doing work chasing circle, then after about 5 minutes, back to recovery mode.

    Reboot the PC again, and back to 1607.  Please, any other ideas?  I am really tired of going through this every few days.

    A corrupted Windows Update components is one of the possible reasons why you are unable to update to the Fall Creators Update of Windows 10. I would suggest that you try the troubleshooting steps in this link to resolve Windows Update issues.
