Windows Phone is unable to send or receive text message

Hi, Microsoft.

It is been one month I cannot send or receive text message via Widows 10 Mobile - Lumia 640xl.

But, if I put the SIMcard to other device, it is able to send or receive the message.

In other word, there is no problem on SIMcard.

Is there something wrong on setting or something?

Please advice

    Hello Zaki,

    If you can’t send or receive text messages (SMS), try the steps given on Lumia troubleshooting and repair. Select the following categories and perform the suggested steps provided. Under "What are you having a problem with?" choose  Messaging > I cannot send or receive text messages.

    After each step, check to see if your issue has been fixed. Make sure to select the next options given if the problem persists.

    As of April 20;

    I have not been able to send nor receive email and text on my 950 mobile device.  I have tried everything short of hard reset

    ATT has inserted a new SIM card... still have the problem> 

    Text  attempt to send email attempt to send
