2017-12-16T17:06:03+00:00 I tried this procedure on Windows 7, 64 bit and "Norton Security Scan" was successfuly removed.
- Start Windows in "Safe Mode"
- go to the "PROGRAM FILES" and delete the folder Norton.
- skip the items it says "can't delete".
- start the PC in normal mode.
- go to control panel and uninstall the Norton product(security scan).

2017-03-07T03:29:35+00:00 Norton is one of the worst programs you can install on your PC, severely affecting performance and causing endless issues seen in Forums where we see the most cases.
I would uninstall all Norton using the Norton Removal Tool to uninstall your Norton product to get it out most thoroughly. If it still doesn't uninstall 360 then I would reinstall it, then restart the PC so that it will uninstall correctly.
Then I'd go over the Windows 10 Performance and Install Integrity Checklist - Microsoft Community to check the install is set up correctly, optimized for best performance and any needed repairs get done. Norton often causes serious system damage which this may help to repair, but it might require reinstall in worst cases.
