App doesn't download, allegedly because of "slow internet connection"

I recently did a factory reset of my Windows surface that runs on Windows 8.1 RT. Now I am having problems re-downloading some of the apps I had on my Surface previously... for examples the nook and kindle apps. I am also having problems when trying to download other apps from the store. A message pops up saying that my internet connection is too slow for the download to proceed. So it is too slow to download a tiny app... but I can stream movies, as well as visit other sites on internet explorer???!?!?! I live in Iceland at the moment, so initially, I was thinking that it was probably due to my location... but this is the problem I have gotten with EVERY app!

I initially bought the Surface back in 2014 to make my life easier with school/work... and now 3 years later and this is obsolete? Come on Microsoft, this isnt Windows XP! You can't create something and just leave it just like that a few years later!! My Surface is still in near-prefect condition. HELP PLEASE!

    Thanks you all for your responses. They are greatly appreciated. However, I solved my problem by disabling the Windows Store.

    Windows + R

    gpedit.msc

    Ok

    Browse to

    User Configuration/Administrative Templates/Windows Components/Store

    Edit

    Turn off the offer to update to the latest version of Windows

    Not configured -> Enabled

    Ok

    Edit

    Turn off the Store application

    Not configured -> Enabled

    Ok

    Windows + R

    gpupdate /force

    Restart computer

    As what stated on the article, not all apps are available worldwide. So, the app that your friend saw in France might not be available in Germany. If you bought an app in one country or region and then you moved to another one, apps that you had might disappear.

    Having said that, we suggest that you install the app immediately once that you are already on your previous country or region again.

    Let us know if you have other concerns.

    NONE of the apps in the app store are downloading. I am still getting the same message, even though I have high speed internet.

    I´ve been living here for a while, and I never before experienced problems downloading apps. In fact, soem of the apps I am tryign to recover (such as Facebook... picart etc) are apps that I downloaded at my current location, that I was able to download before this last update.

    I've tried all of these things before and i was able to download apps  from my current location previously as well. 

    I read these posts before while trying to assess my problem. My recent problems arose after the latest software update.  And yes i reset my device numerous times since then.

The app that you are trying to reinstall might not be available in your country or region.
