I have pop-ups appearing on the bottom right corner of my desktop which remain over any application I am using with helpful hints like 'Bored with your background?'

I cannot find a way to turn these off, minimise them etc.

Please help

How could you possibly say it "really helps"??? Getting the same message over and over and over and over and over and over and over again "really helps"???  That is insulting to users to make a mind-boggling claim like that.

Agreed. This does not "really help" in the slightest. It pops up when I'm in the middle of gaming, working or watching movies. It's invasive, and it's baffling that there is no option to turn it off.

Go to settings >>system>>notifications and actions>> now scroll all the way down on right hand side and choose the apps you want notifications from.  Toggle off suggested in that list. If you want no notifications at all just toggle off the button to receive notifications from apps and other senders at the top. Disable the get tips tricks and suggestions as you use windows.(This is the one giving those ad like and virus like notifications) Toggle it to off position.

This does not solve the problem.  It is the obvious solution but I already toggled all of those settings off yet the notification still pops up from time to time.

Try to toggle off these 2 settings under privacy section.. Notifications and account info (there is something there called microsoft  content) I have both those settings off and haven't noticed any ill effects. Also one more setting in privacy section toggle off tasks. Mines off here too. If you notice ill effects just use this post to toggle back on one at a time. I don't have this problem so it must be a setting somewhere..
