Advapi32.dll not found

My laptop keeps brining up the error that Advapi32.dll cannot be found. 

I tried the sfc scan and it said it found corrupted files but couldn't fix them.

All my work is on an encrypted folder that will not work because of the error so I cannot access any of it. 

Any suggestions on what to do?

    I was speaking with one of your technicians and they suggested a diagnostic restart. I did this and now my laptop which always asked for a pin on start asked for a password. I entered the password and it wont accept it and wont let me reset it. 

     I attached the errors i was receiving. 

    The error occured when i did almost anything. I cant open documents or word...

    I didnt do anything before, the computer froze, i restarted it, it went to disk clean up and after i logged on it showed the error.

    Based from the error message that you've received. There is a program that might be conflicting with the system. The TrueCrypt.exe application may have encountered some corruption that is why you are experiencing the issue. We suggest uninstalling it for the system to run smoothly. Kindly follow the steps below to uninstall it:

    1. Open Cortana, search appwiz.cpl (control panel item) and click it.
    2. On the list of program, look for the application.
    3. Right-click on it, then uninstall.
    4. Restart the computer after uninstalling it and check if you'll still receive the error.
