Long Restart time Windows 10

Restart time is exactly 1 hour 10 minutes after 7 times every time. Doing a shutdown (with the power button) instead of restart and then starting up with the power button only takes a few minutes to start. Odd. Did a clean Windows refresh about 3 days ago. Have second generation I5 with 6GB Ram in Samsung laptop. Also 1709 version of Win 10 doesn't want to update which is why I did so many restarts. I tried everything I could find like soft boot, etc., etc. with no luck. What can I check?

    Disable Fast Startup, then try again.

    Press Windows key + X

    Click Power options

    Click Additional power settings under Related settings

    Click Choose what the power button does

    Click Change settings that are currently unavailable

    Uncheck 'Turn on fast startup (recommended)

    Click Save changes.

    Click Restart now and see if it works.

    If you haven't yet installed Version 1709 you can manually install Media Creation Tool and then choose Upgrade Now to change to the latest version or do a Repair install that fixes most problems because it's more stable than buggy Windows Update.

    You might want to consider downgrading.

    I am going to recommend you downgrade to Windows 7 Home.

    Step 1: download Windows 7 Home from the following link:

    Greg, thanks for the last 2 replies and I hope I don't have to do such a thorough Clean install yet. Chances are I'd mess something up. Your last message seems like what I'll try next BUT Dism is still running (~3 hours now) so do I just Restart to make it stop?
