Double-click it...
Right-click and choose "Edit"...
Right-click and choose "Open with" and choose "Notepad" or "Wordpad" (if your defaults have not been changed)...
. . .
There are OTHER ways...
(Opening "Notepad", "Wordpad" or other applications that will open TXT documents and use their menu system to browse to, select and open the files in question...)
Shenan Stanley replied and told you several ways. Let me just add that the first way he mentioned--double-clicking it--is the simplest and is fine for almost everyone.
