There could be some Windows Update Components that's gotten corrupted on the said update, and causing the issue. A third party antivirus or the Firewall could also be the reason why the update is not proceeding. That said, let us check if the concern will be resolved by these troubleshooting methods:
Method 1
- If you have any third party anti virus software and Firewall, disable them temporarily and make sure that the Windows Firewall is turned on.
- Check if the issue reappears.
Method 2
- Press Windows + R, and type in services.msc, then press Enter.
- In Services window, locate Windows Defender.
- Verify that the Status is Started. If the Status column is blank, right click on the service, and select Start.
- If you get an error trying to force start the Windows Defender service, try to change the Startup Type to Automatic, and then restart the computer.
- Check if the issue persists.
