Apple iTunes 64-Bit Version Won't Install

Apple iTunes will not install on my Windows 10 version 1709 for x64-based Systems at all.  It comes up with this error, "Errors occurred during installation before iTunes could be configured. Your system has not been modified. To Complete the installation, run the installer again."

I uninstalled all the applicable iTunes apps such as Apple Application Support, Mobile Device Support, Software Update, and Bonjour, restarted, and every single time I try to download iTunes I get the same error.

Based on the other comments on this error in this forum I'm frankly baffled that Windows doesn't have this together enough to properly install something that a lot of people rely on - iTunes is all my music and if you want to keep my business as a PC user, I demand to know why this is SO difficult.
