You should post your question in the Garmin Forums. There is no intrinsic problem between Garmin Express and Windows 10 that I know of; I have it installed and it runs without a problem.

We would like to isolate this issue that you're having right now with your download. Were you able to do it before, or is this the first time you will be trying this process? If ever you were able to do it before, did you make any changes on your device before this issue happens? What is the current build and version of your OS? You can check it by pressing the Windows key + R and type winver.
