any time I try to install a program it crashes with error 1628 failed to complete installation... I've tried every fix I could find on google and nothing works, I fully believe windows update corrupted my installshield.

Given all the troubleshooting steps that you've tried, the next best option is to perform in-place upgrade. See this video for instructions on how to perform a Windows 10 in-place upgrade. One done, try to install any software and see if the error still occurs.

none of those work either and they don't have an installer download for Windows 10, which is what I need... every time I try to install anything that uses installshield it gives me this popup "1628 failed to complete installation" after a few seconds

nope none of them helped, the scans found no corruption
