Cumulative Update for Windows 10 - error 0x80246010

I am getting VERY frustrated with Windows repeatedly trying to install this update (2017-12 Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB4053579)!  It tries to install this several times a day and not giving me any warning when it decides to restart my computer. I've tried disabling my Norton firewall and auto-protect. I've run the Windows Update Troubleshooter many times. The Troubleshooter sometimes fixes 3 things, sometimes 4 things. 

I have an old computer, admittedly, probably from 2009 or so, but it was acceptable to run Windows 10 on it supposedly. Windows seems to think that I'll get help if I search for this error code (0x80246010) but I haven't found anything by googling it. Other people seem to have different error codes.

Thanks for any help you can provide.

    Don't lose hope yet, you can still upgrade your Windows 10 PC. If the suggested step didn't work, then here's what to do instead. You can upgrade your computer from Windows 10 version 1607 to Windows 10 version 1709 using the media creation tool. You can follow the steps from this article: How to Upgrade to Windows 10 Version 1709 Fall Creators Update Using ISO File from Versions 1703, 1607, 1511 or 1507.

    Tried this, according to the instructions in the video and it failed. Any other ideas?

    It appears that I will never be able to install this update on my computer. It is an old computer (8 years?). Is there a way to stop Windows from trying to install these updates? We have Windows 10 Home, version 1607 at the moment.

    The update that your computer is trying to install is an older version of Windows 10. The latest Windows 10 version is version 1709. So, instead of installing the Windows 10 Version 1607 update, we suggest that you perform an In-place Upgrade with Windows 10 version 1709.
