How do I stop apps from opening again after I restart?

I just recently moved from a laptop with a windows 10 upgrade. I built a new desktop, then I bought a copy of Windows 10 and it updated to the Fall Creator's Update after installing.

Now, when I restart the desktop, all of the programs I had open automatically restart too. It's as if shutting down the computer doesn't close the programs. The computer restart time has almost doubled, and I'm forced to spend time closing out a lot of programs I don't want to be open after a fresh boot. What's worse, some of the programs don't reopen with the same permissions that they were originally opened with. I don't have the same issue on the laptop that isn't running the fall creator's update.

I just want all programs to close permanently when I shut down my desktop. Is there a patch for this bug? If not, how do i fix this?

    Well I think it is all part of the fast start scheme. For all system and user operations to be held in a cache, I guess, during restart and even before logging in it is loading these start up and personal files. Then on sign in/log on, everything is loaded or loads quickly, depending how long you wait on sign in screen after restart to log in. I have to admit, it has made restarts way faster than any other Previous Windows Versions.

    That's very disappointing. I'm equally disappointed to see that 50 pages worth of people are calling for a fix to this without anything being done. From what I understand, Apple has a simple solution of providing an "on/off" toggle for those who like or don't like this "feature" being pushed on them. Thank you for your advice.

    While I agree - it is a work-around (and the 50+ page conversation you can find in these forums discussing this has me saying the same thing) - it may be 'the only way' for the foreseeable future.

    Personally - I turn off that feature anyway: I don't want my computer automatically signing in - ever.  Security hole just waiting to be exploited, there.
