I want to format my computer. Which means that I need to re-install windows 7. I do not have a windows 7 DVD, so Is there a link for windows 7 ultimate 64x bit?

You have an "OEM" edition of Windows and as the message you received states, Microsoft will not provide ISO files based on OEM product keys.
Most computers that come with Windows pre-installed have a mechanism to restore the computer to its "factory condition" using a hidden partition on the hard drive. Although this isn't as "clean" as installing Windows from a DVD (because it includes all of the "free" software and trial editions that typically clutter up new computers), it will get you back to a known-good state.
Until this past December, there were several methods that you could use to download official Microsoft ISO files for Windows 7, but Microsoft has blocked most of these. As of Feb 7, 2018, 1300 EST, you can still download the ISO for Windows 7 Ultimate x64 here: https://tb.rg-adguard.net/public.php Get it while you can.
Use ImgBurn to create a bootable DVD from the ISO or Rufus to create a bootable USB flash drive.
Oh, that means you can only use Windows that comes from the system builder like Dell, HP, Toshiba (whomever built it).
