Toshiba Keyboard FN Key - how do I turn it off?

I had to reinstall windows10 and do not have the Toshiba HWSetup program in my settings.  Now I want to disable the FN key but have no way to do it. Any advice would be helpful.  I cannot download the HWSetup program for Toshiba running Windows 10 - it is nowhere to be found.

    You can install the HWsetup from the original windows version that came with your laptop originally  -  most likely work just fine.

    Hello Michael,

    The function (Fn) keys are controlled by the BIOS (Basic Input Output System) of your laptop. This means that the feature to enable or disable the keys depends on the make and model of the laptop. That being said, we advise referring to your laptop's manual or getting in touch with the device manufacturer for guidance on how to disable the Fn keys on your laptop.
