This is a well documented problem that microsoft is trying to ignore. I have this stuttering and low fps problem on every single one of my windows 10 machines, and many of my friends. I have had this problem on and off for the last two years. See this nvidia forum with over 200 pages of people with the same problem.
Gaming FPS Drop/Stutter after recent Windows 10 update.
After this new years update, I noticed that my games have been getting frame drops and stuttering. I have a NVIDIA GEforce 1070 and I was able to run games such as CS:GO or League of Legends smoothly before the new year. However, after the recent Windows 10 update, my computer can't handle the games well. For example, League of Legends ran at 144 fps (I capped it there) and constantly ran at 144 fps before the new year. However, after the new year update, my League fails to consistently run 144 fps, drops down to even 90 sometimes, and there is a lot of frame stuttering that is inhibiting my ability to play the game. Is there anything I can do to fix this?

2018-06-11T19:56:26+00:00 I actually had to disable the xbox feature in the system files [BECAUSE MICROSOFT WON'T ALLOW YOU TO UNINSTALL THIS GARBAGE]. This fixed it temporarily, but now the lag is back. It's not only happening in games, it's a lag that is constant. FPS drop and audio glitching at the same time.

The issue that you've encountered can be caused by an incompatibility or a faulty device driver. Regarding your concern, we suggest that you try to roll back the driver version if it has already the updated one. This will help us isolate the error if it's incompatible with Windows. Here are the steps:
- In the Search box, type Device Manager, then click on the result.
- Look for the Display adapters option, then click on the arrow to expand the option.
- Right-click on the Display driver, then click on Properties.
- Under the Driver tab, select Roll Back Driver.
- Click OK, then check the result.
Also, you may uninstall the actual driver and restartyour computer to install the same driver automatically by Windows or downloading the driver from the website of the manufacturer. Please use the model number of your device to get the compatible driver.

2018-05-27T19:54:19+00:00 So...basically, Microsoft forced an update on users with Windows 10 who aren't in "Metered" for their updates without checking if the GPUs actually HAVE updates to them. Sounds like a huge fail on Microsoft's part. There is NO update for my Intel Radeon AMD GPU...but yeah. Microsoft didn't care that they were screwing over a lot of people, did they?
