No. Snipping Tool does not "remember" the screen area that was previously selected.
Can snipping tool capture the same area as last time?

E.g. I captured one picture with hand draw rectangular area. Then I changed the screen content. Can I capture a new picture with the same rectangular but with new screen contents?
